The UK and US have agreed to a major trade agreement that will keep zero duties on British medicine shipments going into the US market.

Agreement Details of the Pact

In exchange for the tariff guarantee, the UK has agreed to boost expenditure on pharmaceuticals through the National Health Service (NHS). This move guarantees that import taxes on these crucial goods will be held at nothing for a timeframe of 36 months.

This agreement comes after recent warnings to hike import taxes on branded pharmaceutical imports, with increases discussed as high as 100%.

"This deal with the Britain reinforces the worldwide climate for cutting-edge drugs and establishes long-overdue balance to U.S.–U.K. medicine commerce," an announcement noted.

Trade Importance

Pharmaceuticals represent one of the the United Kingdom's biggest export categories to the America, which is by far the biggest destination for leading companies like GSK and AstraZeneca.

Export figures reveal that in the 12 months leading up to the third quarter, the UK exported pharmaceutical products totaling £11.1bn to the US. This value accounted for a significant portion of British export trade in that span.

"This guarantee safeguards work, stimulates investment and paves the way for the UK to establish itself as a worldwide center for medical research," a minister commented.

Detailed UK Commitments

The pact includes several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will lift the price threshold at which it considers new medicines to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a target to double total public funding on drugs from 0.3% of GDP to 0.6% over the following ten-year period.
  • Payback Limit: The amount drug companies must refund to the NHS to prevent overspending will be limited at 15%. Previously, rebates topped twenty percent.

Recent Tensions

The deal follows a protracted tension between the sector and the British authorities over drug pricing and NHS adoption.

The disagreement were heightened by arguments that US customers were charged several times more for the equivalent treatments than consumers in the UK and Europe.

Recently, several major manufacturing plans in the UK have been paused or cancelled, while substantial funding commitments have been directed toward projects in the United States.

One official stated that the NHS had to spend more on medicines, noting that its spending on drugs had declined as a percentage of its overall budget over the previous ten-year period.
